This depends on the way you start gnome. In case you want to have it unlocked during login, you need to add it to the "login" service, in case you need to have it unlocked from a GDM login, it needs to be in gdm, or in case you want to use SSH X11 forwarding, you should have it in the "ssh" service. As this is different for every user, we don't set it up by default and leave the choice to the user.
