you take the kde-i18n from the cvs of kde
i use the german i18n and there are more english texts
as if i use the original kde-i18n for the kde version i use
here is my PKGBUILD Version for kde 3.2.2:
# $Id: PKGBUILD,v 1.6 2004/04/19 06:24:56 dorphell Exp $
# Maintainer: damir <damir@archlinux.org>

pkgname=kde-i18n-de
pkgver=3.2.2
pkgrel=1
pkgdesc="German Localization for KDE."
url="http://i18n.kde.org/stats/gui/KDE_3_2_BRANCH/de/index.php"
source="ftp://ftp.kde.org/pub/kde/stable/3.2.2/src/kde-i18n/$pkgname-$pkgver.tar.bz2"
depends=('kdebase>=3.2.2')

build() {
cd $startdir/src
cd $pkgname-$pkgver
./configure --prefix=/opt/kde --disable-debug
make || return 1
make DESTDIR=$startdir/pkg install || return 1
}

md5sums=('33849f35f76ec248e070b727b6d6d853')

i changed from the release i18 tarballs to snapshot i18 tarballs because some of the 3.2.1 tarballs had wrong files in them and did not build

for 3.2.2 i didnt yet checked, as i'm in big trouble with bandwidth at the moment
