Description:
"tokenid" changes every reboot. This is extremely persistent and prevents family sharing from working properly.

Additional info:
used flatpak to debug
config file used to find this is:
$HOME/.var/app/com.valvesoftware.Steam/.local/share/Steam/config/config.vdf

Steps to reproduce:
Authorize Library Sharing on this device in Family settings in steam
Reboot
share will no longer be accessible before you:
Authorize Library Sharing on this device in Family settings in steam
tokenid will be a different one, but no new entry will be made.

this isn't the bug, tokenid is generated on Authorizing the device.
