Description:

home-assistant's ExecStartPre contains pip installation directives which can take a very long time after an upgrade of home-assistant.
On my weak CPU we are talking about > 10 minutes.
The default timeout in systemd is 90 seconds, so home-assistant.service will start in a loop without making any progress, ad infinitum.

I suggest to change home-assistant's systemd service to include TimeoutSec=15min

This sounds like you need a specific config override on this particular local machine. If no interest is shown from the PM's, this will be closed as "Won't fix".
