Description:
Currently executing `uname -a` gives the following output, which shares the information of setting PREEMPT_DYNAMIC as true.
> Linux archbox 6.5.7-arch1-1 #1 SMP PREEMPT_DYNAMIC Tue, 10 Oct 2023 21:10:21 +0000 x86_64 GNU/Linux

I wonder if this is the desired features? My suggestion is to have default `preempt=none`.

Steps to reproduce:
1. Install the `linux` package from 'core' repository
2. Reconfigure/Reboot into the kernel package just installed in step (1)
3. Run `uname -a` to see a similar result as described above.

CONFIG_PREEMPT_DYNAMIC allows changing the model at boot time and is therefore perfect for general purpose distros like Arch. There is no reason to change.
