DetailsDescription:
youtube-dl was removed from the main Arch Linux repos, so the package in its cannot even install right now. Luckily, there is a github patch for it, https://github.com/persepolisdm/persepolis/pull/936 I tested out the patch myself, and Persepolis was able to download a youtube video for me, and presented all the right options. I have attached a PKGBUILD patch file to fix this.
