Details

The cblas package license is installed in /usr/share/licenses/blas/ rather than /usr/share/licenses/**c**blas/.
Per [guidelines](https://wiki.archlinux.org/title/PKGBUILD#license), the location should be keyed off of the package name.

A possible solution here might be to create a symlink such that /usr/share/licenses/cblas/ -> /usr/share/licenses/blas/.
Other packages based on blas could follow this pattern as well.

IIUC https://gitlab.archlinux.org/archlinux/packaging/packages/lapack/-/blob/main/PKGBUILD needs to have every package install a license; package_{blas, cblas, blas64, and cblas64} all need to end in `install -Dm644 LICENSE.blas -t "$pkgdir"/usr/share/licenses/$pkgname/`.

package_{lapack, lapacke, lapack64, lapacke64} probably need to end in `install -Dm644 build/LICENSE -t "$pkgdir"/usr/share/licenses/$pkgname/`.
