reinstall all packages with pacman -Qqn | pacman -S -

Yes. Visit the proper support channels i.e. Forum/IRC/Mailing/Lists/Reddit/etc. There is no indication of an Arch packaging issue here so this belongs in the support channels. If an Arch packaging bug is identified then of course please return here with the details. Please also review the guidelines [1] to ensure your future bug reports are effective.
