The intel-vulkan-driver in repos does not work for pre broadwell intel gpus since it is built off of mesa and not mesa-amber. Using ivy bridge myself i rebuilt mesa-amber simply enabling vulkan driver in the pkgbuild and vulkan does work again now without hardlocking my system. I know it is a very niche case especially since ivy bridge/haswell don't have official full vulkan support, but it would be nice to have.

The reason is documented in the wiki [1] (4th bullet point) which points to [2]. Has anything changed?

No, it is still incomplete support including warnings and loads of unsupported vulkan 1.0 features, however all the ncnn-vulkan stuff does work for example.
As I said, it just would be nice to have but I understand if it won't be in repos because it's not officially supported upstream.
