Upstream added a verification step for source download: https://dianne.skoll.ca/projects/rp-pppoe/download.php?file=rp-pppoe-4.0.tar.gz

We can switch to use git source: https://salsa.debian.org/dskoll/rp-pppoe

Ugh, if upstream is that concerned, they'd be better off hosting elsewhere instead of implementing such silliness.
