For the time being the change to T1 for this mirror can wait since there are plenty of those close geographically at the moment. Usually we also try to see that the mirror has the least problems as possible. Currently this one seems to have occasional timeouts:

Regarding to the IP change, this does not matter for tier2 mirrors but only tier1 due to allow-listing for tier0 access.
