systemd should be moved to an optdepends - see https://gitlab.archlinux.org/archlinux/packaging/packages/dracut/-/blob/main/PKGBUILD#L10

Upstream is testing dracut without systemd https://github.com/dracutdevs/dracut/blob/master/.github/workflows/integration.yml#L91 and there are some legitimate use-cases (e.g. inside container images) to use dracut without systemd.
