The setting for CONFIG_NODES_SHIFT should be a power of 2 according to the kernel docs.

"Maximum NUMA Nodes (as a power of 2)" so with CONFIG_NODES_SHIFT=5
[1] #define MAX_NUMNODES (1 << NODES_SHIFT)
meaning the max number of supported nodes is 32.
