0.4.4-3: Missing dependency `python-terminado`:

If `python-terminado` is missing, then Jupyterlab throws the following error in the web console:

```
Disabling terminals plugin because they are not available on the server
```

Moreover the `Terminal` button is not available in the Jupyterlab launcher.
