Details

Description:
Using gnome desktop on Xorg session clicking the window title bars don't raise the window. Only if you start dragging the windows then it will be raised over other windows.

Additional info:
* package version(s)
extra/mutter 44.1+r2+g82bd40dcbc-1

* config and/or log files etc.
In my gsettings I have

org.gnome.desktop.wm.preferences raise-on-click true
```

Not sure about upstream but I found this report in ubuntu bug tracker that has the same behaviour as I described. They seem to have pinned it to mutter

Steps to reproduce:
* Click window title bar
* Window is not raised

If I click in the application window (not the title bar) then I get focus normally.

Started happening after updating my system on May 23rd 2023

Seems like an upstream issue. This [1] might be related?

I switched from Gnome on Xorg to Gnome on Wayland and the issue is gone.
