Unable to search in any room and search shows "Message search initialisation failed, check your settings for more information"

Steps to reproduce:

Enable Message Search in Settings>Security & Privacy>Message error is shown

Error opening the database: SqlCipherError("Sqlcipher support is missing")

Upstream has a comment which may be relevant (https://github.com/vector-im/element-desktop/releases/tag/v1.11.31)
"If you package Element Desktop with a static sqlcipher, you may need to tweak some build scripts: SQLCIPHER_STATIC became SQLCIPHER_BUNDLED, and OpenSSL is now included too."
