Detailsmono 1.2.4-1 doesn't contain the vbnc binary, even though its man page (usr/man/man1/vbnc.1.gz) is installed. I assume this is a bug. This binary is required to compile VB.NET code or by xsp2 to run VB.NET ASP pages.
