Description: The upstream URL and source are no longer available. The website is a 404: http://www.burtonini.com/blog/computers/devilspie

There is a continuation of the project called devilspie2 which is in the AUR: https://www.nongnu.org/devilspie2/

The source is still available i.e. the PKGBUILD still builds. But yeah, the URL is kaput.
