Upgrade to dev version as it is the only one supporting Python 3.11.
This statement is not accurate. 0.57.0rc1 the first release candidate for the 0.57 series also supports python 3.11 as proven in [2] over two weeks ago.

Hm yeah, that's probably due to the fact of the continuous (local) back and forth with python-llvmlite and finding the right version that works with a python-numba version that works with Python 3.11.
We could certainly downgrade this, as it is still in staging.
