Description:
ruby-httpclient has multiple test failures in check [1] due to tlsv1 being disabled, ca md too weak, error handling changes in OpenSSL 3 and probably other issues.
Upstream appears inactive. I would suggest disabling the failing tests as Fedora has done [2][3]
