Details'community/intel-oneapi-basekit' has 'custom' license (how many or their terms is not obvious) - 16.3 GB installed, and does not install any license files, at least not to the standard location /usr/share/licenses/ - that is a matter of policy is it not?

Have a look at [1] and you will find loads of licenses. Documentation for license req's is here [2]. For monstrous pkgs like this, it can get a bit messy and the PM's will often use a bit of license (sorry, bad pun :)
