Description:
Shadow package doesn't install PAM configuration file for chsh

Additional info:
shadow 4.0.18.1-4

% LANG=C chsh
chsh: PAM authentication failed

Steps to reproduce:
Try to change users shell with chsh command, it will fail.

To solve this I've made chsh PAM config exactly the same as chfn has
   chsh (0.2 KiB)
