Please change the severity of upgrade message from systemd SD_ERROR to SD_NOTICE

hp-upgrade[nnnn]: error: HPLIP upgrade is disabled by Archlinux for security reasons, see https://bugs.archlinux.org/task/38083 - if you like to upgrade HPLIP, use the Archlinux software package manager pacman.

Steps to reproduce:

This commit made the message a systemd SD_ERROR level:

disable internal upgrade;  FS#38083

Request:

Please change to a systemd SD_NOTICE level, since this is clearly not an SD_ERROR, but a choice being made by Arch to suppress the builtin hplip upgrade mechanism in favor of the pacman package manager.

The end-user only needs to be notified about this and not told that something has caused an error condition.

The chances of this being implemented would greatly increase if you supplied a working/tested patch.

I've attached a patch file that changes 'error' to 'warn'.

Patch was tested locally and correctly changes severity of message in systemd journal.
