Description:

I tried looking for anything mentioned in https://gstreamer.freedesktop.org/documentation/libvisual/index.html?gi-language=c in gst-inspect-1.0, but could not find any.
libgstlibvisual seems to contain nothing.

libvisual looks pretty stale...and is orphaned in Arch (i.e. no maintainer)..

libvisual is just an abstraction library. The features are installed with libvisual-plugins, which was moved from community to AUR last year:
https://aur.archlinux.org/cgit/aur.git/commit/?h=libvisual-plugins&id=6bb7673a77abe0047b359377df1a8f9d24282e2d

Upstream for libvisual and libvisual-plugins has been dead for 16 years. The project seems to be revived a month ago with the release of 0.4.1.
