Description: Draco is missing utf8cpp dependency

Steps to reproduce:

On a clean chroot, install draco, find_package(draco) on any cmake project fails with:

-- Could NOT find utf8cpp (missing: utf8cpp_INCLUDE_DIR)
CMake Error at /usr/share/cmake/draco/draco-targets.cmake:83 (message):
The imported target "draco::draco_static" references the file

"/usr/lib/libdraco.a"

but this file does not exist. Possible reasons include:

* The file was deleted, renamed, or moved to another location.

* An install or uninstall procedure did not complete successfully.

* The installation package was faulty and contained

"/usr/share/cmake/draco/draco-targets.cmake"

but not all the files it references.
