Description:
Can't send attachments with non-ascii symbols in path.

Steps to reproduce:
- Go to chat with single user
- Try to attach file with non-ascii symbols in path. For example: "/shams/temp/тест\ тест/Предложение\ по\ изменению.drawio". By drag-n-drop or by explicit file selection.
- The popup is shown (e1.png) with the file size equal to zero.
- The "upload" button doesn't send the file.

Steps to fix:
I have found that running the element-desktop in such way fixes the problem: env LC_ALL=C.UTF-8 /usr/bin/element-desktop
But I think it would be nice for this functionality to work out of the box.

That looks like a workaround, not a fix. How is your system locale set up? Please show the output of:

$ locale

Loading...
