Description:
As mentioned in https://bugs.archlinux.org/task/76672#comment213150 , splitting off libwireplumber would enable pulseaudio users to use waybar without having to switch to pipewire-pulse.

Additional info:
waybar 0.9.16-1, wireplumber 0.4.12-1

Steps to reproduce:
Try to install waybar 0.9.16-1 as a pulseaudio user.
