Description:
With installed scons 4.4.0-1, if I type "man scons" I got:

```
SCONS(1) SCons 4.4.0 SCONS(1)
NOTE
scons - This is a replacement file, stemming from an incomplete packaging process without the required doc modules installed. Please update the system and try running
bootstrap.py again.
```

looks like packaging problem? I expect to see something like https://scons.org/doc/1.2.0/HTML/scons-man.html
after I typed "man scons"

Additional info:
* package version(s)
4.4.0-1
* config and/or log files etc.
* link to upstream bug report, if any

Steps to reproduce:

man scons

@evgeniy: Thanks for the report.

Please feel free to report this upstream. The bootstrap process for scons is broken and has been broken for quite some time (in varying ways).
Them creating integration for "...creating·fake·MAN·pages." instead of failing on missing dependencies is just major painful... /o\

It seems that fop was missing. Super obvious that one would need a pdf viewer to build man pages... ;_;
