Scalar/Util is provided by the perl package. What is the output of 'pacman -Qkk perl'?

$ pacman -Qkk perl
perl: 2832 total files, 0 altered files

This works fine in a clean chroot and a "base" container i.e. cannot repro. You likely have installed some third party and/or AUR stuff which is interfering with your system.
