Description:
pkeys are immutable on OpenSSL 3.0 error is returned when running vagrant up command

Steps to reproduce:
Using a vagrant file with debian/bullseye64 run
vagrant up

result:
error: pkeys are immutable on OpenSSL 3.0

expected result:
the vagrant box starts

Potential resolution:
Installing ruby-net-ssh resolved the issue for me. Appears to be a dependency problem.
