pipx support completion for bash/tcsh/fish. Such as:

```
register-python-argcomplete pipx | sudo tee /usr/share/bash-completion/completions/pipx
```

can enable bash completion.

For zsh completion this requires one to use some bash compability. It would be nice if we had some guidelines in the Python packaging guidelines on whether to package these completions or not by default.
