Since Twine 4.0.0, it depends on python-rich.

python-rich was added to checkdepends but yes it should really be
in depends.
Could this be fixed please? Would be greatly appreciated. Any way
I can help? Every CI publishing to PyPI depends on it (without
manual fix of installing python-rich).
