DetailsDescription:
Seamonkey fails to build from source with rust 1.63.0 [1][2]. Fixed by switching to rustup and using that to obtain a rust 1.62.0 tool chain. See attached diff [3]. Fix also switches to building python2 from source as it is EOL [4] until seamonkey finishes its conversion to python3 [5] so the removal of python2 is not blocked by this package.
