pkg_resources.DistributionNotFound: The 'pytoolconfig>=1.1.2' distribution was not found and is required by rope

Steps to reproduce:

upgrade to python-rope-1.3.0-1

downgrade to python-rope-0.23.0-1 fixes this issue
