if deepin-kwin is not installed as shown in the wiki- I cannot set up a wallpaper. If deepin-kwin is installed I can't activate the window effects and so I can't have multitasking view. So how do we have multitask and set up wallpapers at the same time?

Your forum post [1] says a workaround is available. You should be reporting issues like this to the upstream developers.
