Description:

When generating the Vagrant package, the Vagrant gem should not be installed with the --prerelease flag (https://github.com/archlinux/svntogit-community/blob/packages/vagrant/trunk/PKGBUILD#L57). The addition of this flag was a stopgap measure to use the net-ssh library prior to the 6.2.0 release which never came to fruition. Instead, Vagrant ships with backports of the changes which are monkeypatched at startup.

The result of including the --prerelease flag is errors are encountered when doing dependency resolutions for plugin installs, which can be seen here: https://github.com/hashicorp/vagrant/issues/12837

Reproduced in clean chroot after downgrading ruby as per  FS#75660
