repo version is 1.3.1 but your link points to 1.4.2, but yeah the deps are indeed incorrect. There's also  FS#75479 . Once that is installed inside a clean chroot, for example:

$ hatch new foo
<...>
ModuleNotFoundError: No module named 'hatchling'
