Description:
Arch Linux With Cinnamon Desktop v5.2.7 And Linux Kernel v5.18.3.arch1-1 & Systemd v251.2-1
When Rebooted Stalls.

Steps to reproduce:
1) Install Arch Linux With Vanilla Linux Kernel On Dell Optiplex 390/790/990
2) Install any desktop environment or just command line.
3) In terminal type "reboot now" as root.
4) It Will Hang

It appears the Ubuntu patch was rejected by kernel devs back in 2011! According to the linked report, the workaround is to add reboot=pci to Kernel parameters [1] (i.e. bootloader) Can't you just use that? Sorry, but I don't think Arch can help here, especially seeing as a simple workaround exists.
