I am seeing warnings relating to a failure to set default locale when building with devtools 20220207-2. Both bsdtar and perl throw a similar warning. Shown below is attempting to build bleachbit-cli from the AUR.

Steps to reproduce:

% CHROOT=/scratch/chroot
% mkdir $CHROOT
% mkarchroot $CHROOT/root base-devel
% cd /scratch/bleachbit-cli
% makechrootpkg -c -r $CHROOT
...
==> Synchronizing chroot copy [/scratch/chroot/root] -> [facade]...done
==> Making package: bleachbit-cli 4.4.2-2 (Sun Jun 5 08:54:57 2022)
==> Retrieving sources...
-> Found bleachbit-4.4.2.tar.gz
