I suggest the same and i think if gentoo have such a file (/etc/gentoo-release) why not Archlinux. That the file is empty could be correct from the academical view but is unpractical in the reality from my view. Examples for this be using rkhunter or desktop utilities which shows the running linux version.

if it will be filled, then only with "Arch Linux" and nothing more.
