libbpf needs `options=(staticlibs)` in its `PKGBUILD` so that `libbpf.a` will be included in the package. |

- Fedora ship the static lib, Debian do not.
- static lib is mentioned in build docs [1]
While there is potentially an argument to make an exception here, it doesn't seem a strong case.
