qemu-base which is supposed to replace qemu-headless installs many desktop packages such as wayland and hicolor-icon-theme. This seems unintended since qemu-base is meant for headless setups.

I would add that this was also mentioned here https://bbs.archlinux.org/viewtopic.php?id=276295 and it seems like this is because of mesa.

On second thoughts, I will mark this as dupe of the general proposal to restructure the meta pkgs as it should address your points. Thanks for reporting.
