Looking here https://github.com/archlinux/svntogit-packages/blob/packages/gnupg/trunk/PKGBUILD#L13, the PKGBUILD for gnupg should label the CC0 license as custom (i.e. "custom:CC0" in the license array) since the licenses package does not contain a CC0 license.
