Description:

qmlls is missing from qt6-declarative 6.3 where it should be.

this was due to an upstream mistake that tried to look for a wrong package, and it has been fixed by https://github.com/qt/qtdeclarative/commit/9ebd7caa207ad211dc20df66868d53adb0f6a3c7, one may simply fix the problem by cherry-picking that commit, or just wait until 6.3.1 release.
