DetailsAs of Budgie Desktop v10.6, Budgie now has a fork of GNOME Control Center that provides Budgie-specific settings and tweaks. This package is currently available in the AUR as budgie-control-center, and should replace gnome-control-center as an optional dependency for budgie-desktop.

Actually, "requires" is a strong word. Budgie Desktop does not strictly require Budgie Control Center, but Budgie Control Center is meant to be the primary application to configure the system under Budgie Desktop.
