I think would make sense to:
chown root:power `which halt reboot shutdown` If I add myself to the power group (created by "filesystem" package) I usually think that I can exec those things |

Doesn't look like a good idea. The power group is meant for
hal/powersaving to control if a user is allowed to manage
powermanagement settings. There's several things that control your
ability to shutdown your computer, power group membership
shouldn't be one.
