* I'm not using any beta of steam.
* I have not tried steam-native (only basic standard steam).
* NVIDIA drivers on desktop
However, my steam only works when I start it from the terminal (no GUI shows up if I start it from the Cinnamon menu), but that is not a new bug for me (and one that I haven't gotten around to figuring out yet). Might be worth checking if that makes any difference in this case.
It sounds like you may be able to launch using "-no-cef-sandbox" as a workaround if that is indeed the issue you're having.

I'm also using Cinnamon and have the same issue with Steam not launching from Cinnamon menu. I posted about it here: https://forums.developer.nvidia.com/t/steam-fails-to-launch-on-latest-driver-arch-cinnamon/203307
For some reason it will actually launch correctly from terminal or from my desktop rather than the Cinnamon menu.
