However, it appears that rsync does not work properly, at least from my personal connection. Can you check what might be the issue here?

I have successfully fixed rsync issue. When I reinstalled os on server i forgot to enable rsync daemon. New rsync link is: rsync://mirror.eloteam.tk/archlinux
