Not sure why it's split out but and not just included in linux-firmware but probably has to do with providing the license.

% pacman -Ql linux-firmware-whence
linux-firmware-whence /usr/

linux-firmware-whence /usr/share/licenses/
linux-firmware-whence /usr/share/licenses/linux-firmware-whence/
