Ok, I did a couple of tests and it seems that xfrun has only proper UTF8 encoded localization. This is technically bad but I can't do a lot about that.
One thing you can try is to recompile the package with your locale setting (just abs the PKGBUILD and makepkg it) and see if the issue gets solved. I doubt it. But it helps tracking the issue down. If it doesn't help it is an upstream issue.

I consider this an upstream issue then, and the localization in Russian is only available as utf-8 encoded strings
